The merchandise processing fee uses the base-year amounts written into 19 CFR 24.23: a rate of 0.3464% with a US$25 floor and a US$485 ceiling. Those amounts are adjusted every fiscal year under the FAST Act, so replace them with the figure US Customs and Border Protection published in the Federal Register for your entry date before you commit to a budget.

Duty and the Processing Fee Are Not Paid to the Supplier
Import duty is set by the tariff classification of the goods and their country of origin, and it is paid at customs clearance. The merchandise processing fee is owed by the importer of record at entry summary. Neither appears on a supplier invoice, which is why both are easy to leave out of a first budget.
Why the Exemption List Does Not Help Here
The exemption list in 19 CFR 24.23 does not include goods of Chinese origin, so budget for the fee rather than assuming it away.
Lines the Estimator Will Not Guess
The harbor maintenance fee, brokerage and the bond are entered rather than calculated, because their amounts come off your own entry and your own broker’s terms. The estimator adds what you give it and does not invent a rate the main page has not published.
Compare quotations on the same Incoterm and the same layout. The lowest number on your desk is not automatically the risky one, but a landed comparison against a different Incoterm is not a comparison at all.
