The pre-filled 4 percent is the base rate only, and it is not necessarily what a
United States importer pays on Chinese-origin goods. CBP ruling N300929 classified
children’s playground equipment from China under HTS 9506.99.6080 at 4 percent ad valorem and
the current
tariff schedule still shows 4 percent, which is why 4 is pre-filled. What sits on top of it
has moved twice in 2026. Three Chapter 99 additions worth 37.5 points between them applied to
this subheading as late as October 2025; Executive
Order 14389 of 20 February 2026 ended the emergency-powers duties behind most of that, and a
10 percent global surcharge introduced the same day expired by statute on 24 July 2026. Section
301 duties survived both changes and further Section 301 action has been reported since. None of
